He is a stalker who is unable to take no for an answer. His current objective is to use as many people as he can to obtain a furry boar named Oleander, he talks incessantly of how gorgeous Oleander is, how perfect he is, and how much he wants Oleander to himself. He's planning on devouring Oleander at some point given that Basil is someone who engages vore frequently. Vore is socially frowned upon in the setting but once someone is devoured they are considered gone as it's too much effort to try and get the predator to regurgitate the prey. Devouring another person can result in fines unless they are a someone important such as a public official or celebrity. Otherwise the prey is considered unethical food.
