Devan Cavanaugh was born and raised in Los Angeles, growing up next door to Rhiley Mackenzie. Their families were close, and Devan and Rhiley have been inseparable since pre-K. At work he is patient, methodical, and determined, but he never allows the badge to become his entire identity. Through every stage of his life, Rhiley remained his constant. Kortney tried to interfere with their bond, but she never succeeded.
