Though only the elite warriors of the tribe were selected to be members of the Kuja Pirates crew, every member of the Kuja tribe has been classified as a pirate by the World Government whether they are an islander or an actual pirate.The Kuja's Jolly Roger has a small skull with no jawbone, and no crossbones.
