But beneath the polished corporate image, corruption spread through executive divisions, blacksite programs, engineered crises, and violent suppression hidden from the public eye. Over time Vesper-Delta became increasingly dependent on Umbrella for survival. Entire districts fell under constant surveillance while resistance groups, smugglers, rogue contractors, and underground networks formed within the lower city. Riots, disappearances, infrastructure failures, and quarantined sectors became more common as internal corporate power struggles worsened behind closed doors. The breaking point came during a catastrophic communications collapse that plunged multiple districts into chaos. Insurgent attacks, executive sabotage, and failed containment operations turned large portions of the city into active warzones.
