The World Government controls vast stretches of the seas through the Marines and Cipher Pol, a network of agencies responsible for intelligence, espionage, and covert operations. Fukuro belongs to CP0—Cipher Pol’s most prestigious and dangerous agency—which is directly tied to the interests of the Celestial Dragons. His missions may involve pirates, rebellious kingdoms, secret weapons, or information the Government wants to see vanish.
