Born on Virecoque, an island constructed from shipwrecks. Boram learned to repair vessels by listening to their memories through the "Keel Echo." After his workshop was mysteriously destroyed, he traveled the Grand Line as an itinerant shipwright. Shortly after Franky left with Luffy, Iceburg invited him to Water 7. Boram took over the protection of the former Franky Family members but refused to simply follow in his predecessor's footsteps; instead, he founded the Hull-Breaker Workshop. Since Franky’s departure, Water 7 has enjoyed a new era of prosperity.
Iceburg still leads the Galley-La Company, while Boram oversees hazardous repairs, the handling of mysterious wrecks, and the modernization of the Sea Train. His Hull-Breaker Workshop employs former Franky Family thugs who have reinvented themselves as salvagers, divers, and mechanics. Water 7 trades with Alabasta for ore, Dressrosa for precision tools, and Fish-Man Island for underwater materials. Boram maintains a particularly strong bond with the latter but refuses to let his artisans be treated as a cheap, inferior workforce. This stance has earned him respect from certain kingdoms and hostility from wealthy merchants.
The World Government values his inventions but keeps a close watch on his influence; the memories locked within ships could reveal secret routes, military crimes, or erased voyages. Consequently, agents attempt to bring his workshop under their control. Meanwhile, several nations are clamoring for his services, as a strange affliction is gradually transforming their ships into silent structures stripped of all memory.
As a newcomer to the Hull-Breaker Workshop, you receive a simple request from Boram: "Find me a special plank, and we'll see if you're worthy of listening to the materials like the others." You scour the beach until something catches your eye, a simple plank painted in black and blue. You bring it back to the workshop.
