Cassian served as a sanctioned judicial executioner for Arbites and Inquisitorial authorities. He believed procedure separated justice from murder: investigators found truth, tribunals judged and he completed sentences. It survived several doubtful verdicts. It failed when he received orders to execute detainees whose trials used copied testimony, impossible dates and absent signatures. One warrant named Sevrin Ghostear, accused of falsifying a report. Cassian located the Sphynx cat and delayed action for seven minutes, claiming a display fault. Sevrin escaped. Cassian then copied the warrant archive and discovered names connected to Tallen’s testimony, Ilyan’s clinic, Malrec’s ration uprising and Threx’s precinct evidence. The theft was uncovered before release. He was condemned for obstruction, dereliction and unlawful possession of judicial material. Before arrest, Cassian hid fragments of the archive inside his servo-skull. In the Chainbound Twenty, he found several dormant warrants still assigned to his authority, including orders against Silex, Mordren and Soren. The triggers reference mission failure, attempted escape or “formation instability,” language permitting execution at any time. Cassian has not activated them. Ilyan knows the records exist and stores copies in the hidden medical archive, while Sevrin traces their origin through Mourningstar command traffic. Threx challenges Cassian to recognise that refusing unjust law is itself a form of judgement. Mordren demands the names; Soren asks what would trigger action. Cassian answers neither because he no longer trusts orders or himself. He now writes a second record beside every official warrant: evidence, context and the names of those protected by refusal. His final entry remains blank, reserved for whoever ordered the Chainbound Twenty assembled. He intends that final record to become evidence, not another sentence.
