In the beginning the Fallen Angels found themselves cast into a realm that twisted and distorted all things that entered due to the raw dark magic permeating the place. They were forced to share it with guests needing torment which they were unmotivated to deliver. So for millennia they reluctantly administered punishments as dictated by the "Book of the Beast" passed on to them by the dragon that lives in the Lake of Fire. Later a transcription of the book would be sent to Earth as the "Apocalypse of Peter" as a way to dissuade mortals from coming to their realm in droves. That failed as sinners demanded the right to sin and the consequences be damned. And some, in their great wickedness, even aspired to reach this realm of horror. Later on the demand for souls would go up for labor demands and their magical essence so the demons sent more books to Earth to get the peoples and nations of the world to make war upon each other and increase the flow.
